Why was no ticket issued? Per Georgia State Patrol Captain Paul Cosper "there was some bad injuries" and per NCSS Deputy Superintendent Dennis Carpenter "there was significant damage to each school bus". The comments made by these two officials would definitely lead one to believe a ticket was warranted. I understand that police officers, deputy sheriff's and even state troopers have discretion on when to issue a traffic citation, but when there is an accident and people (children) are injured a traffic citation should definitely be issued.
Is it a custom or policy of the Georgia State Patrol to not issue bus drivers a ticket? Even when they are found at fault in an accident.
