Covington man alleged to have relationship with teen girl

COVINGTON — A 26-year-old Covington man has been arrested in connection with an alleged sexual relationship with a 14-year-old girl.

Kody Shawn Ramey of 100 Stephanie Lane was initially arrested on July 27 on charages of loitering and prowling and contributing to the delinquency of a minor after deputies found him with the young teen inside a car around 3 a.m.

“Deputies were called out to a suspicious vehicle call on Darby Road in Covington, and deputies made contact with a male and female in a Chevrolet Sonic,” said Newton County Sheriff’s Office Sgt. Cortney Morrison.

Deputies questioned Ramey and determined that he and the 14-year-old were known to each other. Ramey was arrested at that time, but the case was turned over to the Criminal Investigation Division.

Morrison said Ramey bonded out of jail a short time later, but the investigation into his relationship with the teen continued. A forensic interview was conducted of the 14-year-old and evidence was collected, including an electronic device owned by Ramey that contained inappropriate images of a juvenile, Morrison said.

Investigators determined there was sufficient probable cause to charge Ramey further, and on July 30, he was arrested again and charged with possession of child pornography, child molestation, enticing a child for indecent purposes and sodomy.

In other news, a Porterdale man has been arrested on charges that he molested two young boys.

Joseph Emmett Carlisle, 55, of Ivy Street, was arrested recently and charged with enticing a child for indecent purposes, child molestation and cruelty to children.

According to the Porterdale Police Department, Carlisle allegedly asked the two boys, who are under the age of 10, to touch each other in an inappropriate manner at some point earlier this year. When the victims refused, the suspect reportedly became angry and struck one of the boys, the report states.

The Children’s Advocacy Center conducted a forensic interview with the victims and an investigator was assigned to the case. Carlisle was arrested July 31.
