Newton County Board of Commissioners Chairman Kathy Morgan speaks to members of the Heart and Soul Tour group, including Niki Knox with Georgia EMC and Mark McDonald, president and CEO of the Georgia Trust for Historic Preservation at the Newton County Historic Courthouse on Wednesday. About 50 state agency heads, business leaders, downtown developers and philanthropists participated in the tour, sponsored by the Georgia Municipal Association and the Georgia Cities Foundation. Covington was one of 10 downtowns featured.
