Terry Womack, 39, of 2680 Ga. Highway 81 S., was charged with public indecency and second degree cruelty to children.
The NCSO incident report completed by a deputy at the scene shows that one of the 15 complainants who witnessed the incident is a juvenile, which is the reason for the child cruelty charge.
Oliver said the incident occurred about 6 p.m. near the intersection of Ga. 81 and Salem Road and the man had on no clothing, but was smoking a cigarette. Witnesses told the deputy they had tried to talk to the suspect, but it appeared he was under the influence of some kind of drugs.
The deputy said the man was not coherent and he found it very difficult to converse with the man and could not elicit any kind of information from him about family members, friends or other contact information.
Oliver said Womack was arrested and taken to Newton County Detention Center without incident.
