Superior Court Judge Horace Johnson congratulates new Covington Mayor Kim Carter after she took the oath of office Thursday night before a packed council room at Covington City Hall. Carter will officially take office Jan. 1. Also sworn in was Keith Dalton, newly elected to Council Post 3, East Ward. Incumbents Mike Whatley, Council Post 2, East Ward, and Janet Goodman, Council Post 1, West Ward, are not legally required to be sworn in again.More like this story
